Deputy Director, Digital Synthesis

We are seeking a dynamic candidate to join us as Deputy Director, Digital Synthesis.

 

Essential Job Functions

As Deputy Director, Digital Synthesis, you will lead multi-disciplinary digital and data teams to support stakeholders to drive the transformation of the digital experience for SCS and NSC, exploitation of new technology innovation and data insights for decision making.

 

Key Responsibilities:

You will assist the Chief Information Officer (CIO) in the following areas:

  • Ensure alignment of the Digital Synthesis workplan with the NSC’s strategic goals and overall digitalisation strategy.
    • Define Product Vision and Roadmap through market research and use of metrics & experience, Ideation, Prototyping, Service Design and successfully pitch this vision to stakeholders for current SCS and NSC.
    • Monitor launched digital products’ performance to meet desired objectives and key results, make data-driven decisions to improve product and business outcomes, exploit automation in operations and monitoring to achieve Operations Excellence
    • Lead the Digital Synthesis team in the development and implementation of digitalisation initiatives, including data science projects to drive a culture of data and making data-driven decisions.
    • Stay abreast of emerging technologies and industry trends and develop/adopt innovative digital solutions to drive automation and operational excellence.
    • Partner with stakeholders to conduct customer research and analysis of launched products to identify new product opportunities, propose re-engineering and modernisations of existing products which are aligned to business requirements
    • Lead the change management efforts to foster a culture of innovation, collaboration, and continuous improvement within the organisation
    • Assist HR in the development of the Digital Competency Framework to support the digital competencies upskilling for SCS officers and sourcing or conducting related workshops
    • Ensure compliance to policies, standards and security requirements to ensure proper governance, financial and performance management 
    • Lead, coach and develop staff to sustain high performance teams to achieve organisational objectives.

    Requirements

    • The ideal candidate should possess a tertiary qualification in Computer Science, Information Technology or equivalent.
    • Minimum 10 years of relevant experience in product management, business analysis and/or relevant ICT experience, implementation of data analytics and service design. Strong focus on delivering IT systems and products, with minimum 5 years’ experience in leading a team.
    • Possess competencies in User/Product Research, Product development methodologies e.g. Agile
    • Proven leadership skills including strong people management skills, stakeholder engagement skills, managing multi-disciplinary teams and vendor management skills.
    • Equip with strong analytical, conceptualisation, problem solving and change management skills as well as excellent written, verbal communication, presentation, and negotiation skills.
